dc.description According to the results of the study, it was proved that scientists mainly study the methodology of public administration. The necessity of considering the methodology of budget management in the system of state regulation is argued. Its place and role are determined, a graphic interpretation is presented and the author's vision of the definition is proposed. It is proposed to understand the activity system, which examines the interdependence, relationship and dependence of knowledge and activities of management bodies in the field of formation and use of budget funds by applying a set of principles, functions and methods that have a specific purpose associated with the implementation of management to achieve a certain goal, which follows from the peculiarities of budget management in the system of state regulation. In particular, the methodological features of the main stages of budget management in the system of state regulation were studied. Which made it possible to propose a sequence of implementation of the methodology of budget management in the system of state regulation with the separation of scenarios. ru_RU
