В статті проаналізовано форми і наслідки реалізації сучасної міжнародної економічної
політики Китаю на засадах комплексного підходу до виокремлення таких детермінант її
реалізації, що містять експансійне підґрунтя та/або імперативну складову з метою
ідентифікації потенціалу розширення впливу КНР у світовому господарстві і міжнародних
економічних відносинах. Такий аналіз обумовлено необхідністю переосмислення
оптимістичності оцінок наслідків фінансової лібералізації, що не підтверджуються
досвідом окремих країн, які вдались до останньої без створення відповідного регуляторного захисного каркасу правил та процедур, що убезпечили б їх від загроз у сфері економічної безпеки. Фінансова лібералізація розглядається як така, що робить країни-реципієнти прямих іноземних інвестицій, що здійснюються як державними компаніями та фінансовими установами, так і багатонаціональними підприємствами (MNEs), залежними не лише від інвестиційної політики останніх, але і від кредитної, торговельної, інфраструктурної, технологічної, інвестиційної та фінансової експансії країн, що проводять цілеспрямовану
політику із завоювання зовнішніх ринків. З одного боку, інвестиційна експансія
супроводжується притоком затребуваних інвестицій та може прискорити
розповсюдження технологій, ноу-хау управління та найкращих практик; з іншого боку,
змагання за залучення прямих іноземних інвестицій може призвести до конкурентного
зниження екологічних та соціальних стандартів, або до імплементації т.зв. «політики гонки по низхідній» (Race to the Bottom). На прикладі аналізу міжнародної економічної політики Китаю нами виокремлено такі види експансії в міжнародній економічній політиці, як: торговельну, кредитну, інвестиційну, фінансову, інфраструктурну, технологічну. Проте такі її види, як інноваційна, інформаційна, культурна, міграційна лишились поза розглядом в
даному дослідженні, але механізми їхньої реалізації в міжнародній економічній політиці
Китаю будуть розглянути в наступних наукових працях. Проаналізовано сучасний стан
соціально-економічного розвитку КНР як підґрунтя для реалізації експансіоністського
потенціалу його міжнародної економічної політики. Розглянуто місце і роль КНР на
глобальному інвестиційному ринку. Визначено позиції КНР як інвестиційного донора для
країн ЄС та окреслено перспективи реалізації КНР інвестиційних проектів в обраних для
аналізу європейських країнах. Виокремлено ключові сектори, що потрапили у сферу
комерційних інтересів китайських інвесторів, зокрема, виокремлено видобуток, лізинг та
комерційні послуги, оптовий та роздрібний продаж, виробництво, логістику та транспорт.
Наявність високотехнологічних китайських компаній інтерпретовано як прояв
технологічної й інноваційної експансії Китаю. Ініціативу «Belt&Road» нами ідентифіковано
як прояв реалізації інфраструктурної, інноваційної, інвестиційної, фінансової, торговельної, кредитної експансій, що базується на геополітичному та геоекономічному імперативі. Висловлено припущення, що перспективи подальшого нарощування присутності китайських
інвестицій в реалізації інфраструктурних проектів в європейських країнах очікувано
формуватимуть запит на інституційне оформлення міжнародного співробітництва, яке
мінімізувало б ризики економічній, фінансовій, технологічній та борговій безпеці країнреципієнтів таких інвестицій. The article provides an analysis of forms and consequences of the implementation of the Chinese
economic policy in our days on the basis of a complex approach to outlining its implementation
determinants with expansionist background and/or imperative component, in order to identify the potential for expansion of the Chinese impact on the global economy and international economic relations. Such analysis is caused by the need for rethinking the optimism of the views on the consequences of financial liberalization, which is not confirmed by experiences of some countries
that introduced the liberalization without creating the respective regulatory carcass of rules and procedures that would protect them from threats to their economic security. Financial liberalization is interpreted as the one making countries receiving foreign direct investment (FDI) coming government companies and financial institutions and MNEs dependent not only on investment policies of the latter, but on monetary, trade, infrastructural, technological, investment and financial expansion of the countries pursuing targeted policies of capturing foreign markets. On the one hand, investment expansion is accompanied by inflow of demanded investment and can accelerate dissemination of technologies, management know-how and best practices; on the other
hand, competitions for FDI can trigger competitive reduction of environmental and social standards or the so called “race to the bottom”. By analyzing the international economic policy of China, the following types of expansion in the international economic policy are outlined: trade, monetary, investment, financial, infrastructural, and technological. Its other types, such innovationbased, informational, cultural and migration-based, are out of consideration in this study, but mechanisms for their implementation in the international policy of China will be investigated in the next scientific works. The modern social and economic development of China is analyzed as the background for exploiting the expansionist capacities of its international economic policy. The place and role of China on the global investment market is considered. The China’s position as an
investment donor for EU countries is determined, with outlining the prospects for implementing Chinese investment projects in the European countries selected for the analysis. The core sectors that got in the realm of Chinese investors’ interests are determined, with emphasis put on mining
and extraction, leasing and commercial services, wholesale and retail trade, manufacturing, logistics and transport. The presence of high tech Chinese companies is interpreted as a manifestation of technological and innovation-based expansion of China. “Belt & Road” initiative
is identified by the author as a manifestation of infrastructural, innovation-based, investment, financial, trade and monetary expansion, based on the geopolitical and geoeconomic imperative. An assumption is made that if Chinese investment in infrastructural projects of European countries is going to be increased in future, this will admittedly create the demand for the institutional setting of international cooperation, capable to minimize the risks to economic, financial, technological and debt security of the countries receiving such investment. |
